Influencia de una ley de protección de datos personales en el tratamiento y flujo de los datos personales registrables del Gobierno Autónomo Descentralizado Municipal de Babahoyo, periodo 2019.

Abstract

Information and communication technologies have generated a great impact on people's lives, as they have now become indispensable and inescapable tools and processes for their satisfaction. As a result, today technology is present everywhere, and with greater emphasis on all areas in which the individual is involved, such as health, commerce, education, public services, culture, etc. Technology undoubtedly represents many benefits that improve the quality of life of human beings; but it also implies multiple risks for people. Such is the case, that individuals are not aware of the value of their data, since used properly they can generate great advantages to their owner or to the providers of goods and services that process them, whether they are public or private; but likewise, when they are treated in a malicious manner they can cause serious difficulties to the dignity and integrity of their owners. Therefore, their collection, processing, and inadequate communication can end up violating a right as fundamental as privacy, a damage that has already been evident worldwide and even in Ecuador. In this context, an investigation is being carried out to determine what the influence of a personal data protection law would be on the processing and flow of data considered registrable in the DECENTRALIZED MUNICIPAL GOVERNMENT OF THE CANTON BABAHOYO, during the 2019 period. In short, the research focus is oriented towards highlighting the processing, flow and protection of personal data currently offered by this public institution, with the aim of recommending the prompt approval of the Draft Organic Law on Personal Data Protection, presented by Lenin Moreno Garcés on 19-09-2019.
