Incidencia del gasto público en el nivel de empleo y calidad de vida en la ciudad de Guayaquil, periodo 2000 - 2018.

Abstract

The present work aims to inform society, determine itself, if there is any incidence of public spending on the level of employment and quality of life, and assess whether there is an efficient allocation of State resources for society in full. The method to be used is a mixture of qualitative and quantitative since a combination will be made between the analyzes, through a well-structured correlation model that will try to demonstrate our hypothesis with the respective theoretical foundation to also fill the expectation of the qualitative analysis. In the framework of reviewing the theories from which we can reflect on the importance of employment and its logic with investment, we refer to Keynes, with respect to his popular work: General Theory of Employment, Interest and Money. At the same time, propose different emphases for theories of growth or the State, Institutionalism as well as the Welfare Theorems and the HDI. As a main conclusion, it is determined that Public Expenditure is directly related proportional to the Human Development Index (HDI) and inversely proportional to unemployment, because this variable, each time it increases, affects the designation of how much investment or government expenditure it can have the city of Guayaquil.
