| dc.description | En el Ecuador, la competencia respecto de las designaciones de autoridades de control, por mandato constitucional desde el 2008, la mantiene el Consejo de Participación Ciudadana y Control Social (CPCCS), entidad que se encarga de la elaboración de reglamentos y supervisión de los concursos para la selección de las primeras autoridades de las siguientes instituciones: Contraloría General del Estado, Fiscalía General del estado, Defensor Público, Defensor del Pueblo, Consejo Nacional Electoral y Tribunal Contencioso Electoral, estos concursos mantienen un cronograma en que la mayoría de los casos son demorados por el abuso de acciones de protecciones planteados por los mismos aspirantes o terceros interesados, el autor muestra el conflicto jurídico y plantea posibles soluciones. | en_US |
| dc.description.abstract | In Ecuador, the appointments of control authorities by constitutional mandate since 2008 have been the responsibility of the Council of Citizen Participation and Social Control (CPCCS). This entity is in charge of drafting regulations and overseeing the competitions for the selection of the top authorities of the following institutions: the Office of the Comptroller General, the Office of the Attorney General, the Public Defender's Office, the Office of the Ombudsman, the National Electoral Council, and the Contentious Electoral Tribunal. These competitions follow a schedule, but in most cases, they are delayed due to the abuse of protective actions filed by the applicants themselves or interested third parties. The author highlights the legal conflict and proposes possible solutions. | en_US |
