Análisis del cumplimiento de la normativa legal en la contratación de personal en una institución pública de la ciudad de Loja.

Abstract

This Scientific Article is focused on an analysis of compliance with legal regulations in the hiring of personnel in a Public Institution of the City of Loja. The failure to comply with this legal regulation and its possible causes have motivated the realization of this research work whose purpose was to analyze if there is a deficiency and non-compliance with the legal regulations in the hiring of personnel in the Public Institution of the City of Loja. The methodology applied was qualitative, inductive method with longitudinal cut, non-experimental design, with an exploratory scope. For the collection of information, secondary data was used based on documentary review, using already existing reliable documents. On the other hand, interviews were also applied, through semi-structured questions which were based on planning, personnel selection, training and training. For the processing and analysis of the information, the data triangulation technique was used, in which an analysis was carried out from three perspectives: on the one hand, the LOSEP, on the other hand, the comptroller and finally the interview that allowed to know the different points or perspectives. Finally, an analysis of the legal regulations of the Ecuadorian State which allows establishing a control of Reliability and veracity thus allowing to establish a diagnosis of the current situation, concluding that, in a Public Institution of the City of Loja, there is a breach in the application of the Legal Regulations in the Recruitment of Personnel. Given this reality, a strategy is designed to serve as a mechanism for improvement and compliance in the contracting process.
