Hacia un nuevo régimen penitenciario en Ecuador.

Abstract

The present paper will analyze and evaluate the crisis in the prison system of Ecuador, although it certainly exists international resolutions and standards that evaluate prison control, as well as guidelines for the protection of inmates, the crisis generated in the year 2019 evidenced the existing shortcomings and errors in the Ecuadorian prison system, even though there have coexisted various changes both in the political sphere, in the penal system and also in an improvement in humane treatment. The decaying infrastructures, the lack of specialized institutions for the adequate management of prisons, and the creation of more narco-criminal organizations have brought to light the deficiencies that exist in these prison systems, as well as more cases of extortion among prisoners, revolts that have even led to the death of many inmates, continue to be observed. The crisis poses a total restructuring of the different norms and systems that are immersed in the development of prisons, to put in an emergency a system that is increasingly collapsed, in which there are clear signs of corruption and mismanagement, will provide the State with the right tools for the rehabilitation of inmates, proper management and in turn a relief in terms of prison overcrowding.
