Abstract

Within the constitutional obligations that the Ecuadorian State has is the defense of the elderly in all aspects as part of the priority care groups, however article 54 literal J of the Organic Code of Territorial Organization, Autonomy and Decentralization (COOTAD), allocates to the autonomous decentralized municipal governments the obligation to implement a system of comprehensive protection of rights which, recurrently has focused on the defense of children and adolescents leaving partially and superficially the defense of the elderly, in this context The cantonal Board for the protection of rights of the Babahoyo canton, within its organizational and regulatory structure, does not expressly declare the actions and policies with which it guarantees the adequate protection of the right of the elderly, that is why the objective of this research is to identify the regulations of the Cantonal Board of Protection of Right s and its impact on the defense of the rights of the elderly, through the methodology of qualitative paradigmatic modality of descriptive scope through cross-sectional design, an empirical method of documentary analysis was implemented, using the observation sheet as a technique to compare the different regulations that various cantons in the country have and international standards in addition to the method of consulting experts through surveys to collect the opinions of experts that allow the construction of regulations that monitor compliance with the rights of the elderly in Babahoyo.
